Ok , I'll answer my own question. Yes I can? My wife's phone keeps locking up on her and we have tried resetting it and several other things. Would i replacing the logic board fix the issue or would it just be a waste of time and $

It depends on "the other things" you tried. When you say "locking up" what exactly do you mean? It could also be that the "locking up" is software/firmware related, or that it may be caused by some of the peripherals not working as should. This would not get fixed by replacing the logic board.
