When the charger is connected to the laptop, does the AC adapter and battery light on the left side of the laptop turn on?
If the charging light doesn't turn on have you checked that there's 19.5V DC on the output plug of the charger or tried connecting another known working, compatible charger to see if that worked?
If the charger tests OK there may be a problem with the DC-In jack in the laptop.
Here's the maintenance and service guide for the laptop. Go to p.75 (83 of 108 pdf) in the manual to view the procedure to remove/replace the Power connector cable (aka DC-In jack)
At this stage you don't have to remove it, you simply have to access it so that you can disconnect the power cable plug connector from the motherboard. Once it's disconnected, connect the charger to the laptop's DC-In jack as per normal and then check if there's 19.5V DC when measuring between the red and black wires on the cable plug connector that is now disconnected from the board.
If there's no 19.5V DC detected then the jack is faulty and will need to be replaced as it cannot be repaired. Search online for 810326-011 to find suppliers that suit you best.
If there is 19.5V DC detected, then there's a problem on the motherboard and the schematics will be needed to find out what's wrong.
If the charging light turns on can you start the laptop and boot into Windows OK?
If it boots OK etc create a battery report to check the condition of the battery.
When you have the report compare the Design Capacity value versus the Full Charge Capacity value as seen in the report. If the Full Charge capacity value is <30% of the Design Capacity value consider replacing the battery. The HP battery part number should be found somewhere on the battery. It's either 919700-850 or 919701-850. Search online for the part number only to find suppliers.
