The razor does not turn on

Possibly the charger is not working. Do any lights on the razor light up when connected to the charger? If not, then it's probably inop. You can test the output of the charger with a multimeter, the output in DC volts is written on the charger, should say have something like 5V with a solid line next to it denoting DC volts. If the output is correct, I suspect the charging circuit of the razor or the battery is no longer functioning. One last thing to check is to make sure the outlet is working....
