Power on couple of seconds power off

My nieces x box one has a fault where it powers on for a couple of seconds then off again so I figured it might be a hard drive issue, replaced the hard drive and it seemed to work it booted up asked me to update unfortunately I didn’t have the controller at the time so waited for her to drop one off by the time she did the issue had returned, checking around the board for possible shorts I come across I believe are the RAM chips I have a photo so correct me if I’m wrong the caps around these chips majority of them are short to ground can anyone tell me if this is normal if not what are the possible causes I’ve heard that some components are supposed to be but not practically all of them the other set under these are the same
