Why is Cord getting hot, smells like electric burning ?

@dcdobbs the power cord heats up because of an excessive current running through it. You want to consider having an electrician check your outlet to make sure it can handle the amperage your washer needs. Also, you do need to check the washer to see why it draws to many amps. At minimum you will need a multimeter and preferably a clamp ammeter. You can get those relatively inexpensive at major hardware store or somewhere online.

When it comes to AC you do not mess with dubious meters - NO. You want a good one like a Klein. Fluke is obviously the preference but most people can't throw $230 at a Fluke 115. Ideally the minimum should be $60-100 to get one that is safe for such use.
I tend to like the Klein meters for high voltage work on a budget, but my preference is Fluke every single time.
