Vibrating iPhone when I have a call waiting

When I'm on the phone using my speaker and I get another call my phone won't vibrate to let me know I have a call waiting. Apple support says it should but no matter what we do it won't vibrate. It shows on the screen that there's a call waiting but no vibration.....any ideas?
