My phone says Sim 1 is not provisioned. I tried changing the Sim card to another network and turned flight mode on and off but still it says the same thing.How can I fix,this please help🙏?

Has the phone worked OK before when you tried using it?
Not sure what you mean by "provisioned" but if you mean that the phone cannot connect to any of the networks belonging to the SIM cards you inserted, check if the phone is carrier locked It may be locked so it will only work with one particular mobile phone service provider's network.
