How do I Factory reset second hand iPhone

I bought a used iPhone 7 plus and after connecting it to my iMac and restoring it, it boots up like a new iPhone but then asks for the email/phone number and password of original user. It also asks for a passcode if I forgot the password to the email. What do I do?

The iPhone is linked to an iCloud account. I would get a refund or ask the seller to remove the phone from there iCloud account.
