The Laptop turns off as soon as I unplug the charger

My Laptop was working fine a week ago suddenly the PC shut down while I was working the PC had full charge yet It shut down suddenly after that I tried turning it on but it didn't turn on and then I connected the Charger and then it turned on but the battery percentage was 38 then when I unplugged the charger again it turned off and now I cannot use the laptop without the charger plugged in can somebody give me a solution and one more thing I have noticed is that the battery is not backing up the power and it shows it has 38% but day by day the percentage is decreasing my current battery percentage is 32% I want to know if this is a technical issue or a hardware issue.

sound hardware to me mate. When something randomly shuts off on you and requires a charger, your battery is stuffed.

Clearly it still recognises a battery but it's so stuffed it won't add charge.
