Only one Fan blowing at 3500 rpm

I’ve had this laptop for maybe 3+ but less than 5 years for sure. I recently upgraded RAM from 8 to 32 and since then, my computes has sounded like the inside of a jet cabin. It’s only the fan on the left of the laptop when it is upside down and opened up, as the second fan doesn’t really run at all. I’ve switched the fans to see if one of them is broken, and same situation, left fan spins, right one is idle. The right fan spins when I power on or off but just for a small amount of time. Any one know what might be making this noise? It’s only gotten louder and sometimes when I’m doing something taxing, the fan will stutter like it’s spinning too fast for it to handle. Any help would be extremely appreciated, I can’t find answers anywhere.

@fng48102 let us know what OS you are using. If this is going on this the upgrade. Check your BIOS to make sure your memory is all properly identified etc. and check the temp control settings etc. Make sure that you have updated all of your drivers. Just for a test, have you tried to "downgrade " your RAM to what it was before and did that make a difference.
