It does not go to bios mode with F2? Or just not automatically?
If it shows the Dell logo and the screen is working, at least on the splash screen, when you're pressing F2 are you able to see in the top right corner a message (usually in small yellow text) indicating that it got your keypress and is attempting to boot into bios mode, or nothing in the top right corner?
If you've got no yellow message, it is likely not registering your keyboard. Have you made sure your keyboard is charged and connected properly?
If you've tried mashing F2 to no success, can you mash F12 to go to the one-time boot menu? If you can, try going to diagnostics from there. If you are able to, wait for it to complete (you will need to confirm "yes" or "no" after it shows (or attempts to show) the colored bars on the screen, but otherwise there is no input needed during diagnostics) and let us know if any errors are reported.
If the keyboard is connecting and none of that works, try making sure that you're not defaulting to the "secondary display" function. That function turns off your display and defaults to a different monitor. Sometimes this setting can get accidentally toggled, and without a secondary monitor actually connected it can make a device unusable.
Looking up photos of this model, it looks like the F8 key, though the photo is blurry. Try pressing F8 after boot (with and without the Fn key)?

No my issue is with adapter, it is broken and computer drained all power. Then I replaced with new one and that is where it started
