Phone lost it's cell service and the bars went to waving at me. Preformed the update 16.2 then it would not verify the update. I managed to update the phone to 16.2 from ITunes, still no cell service. Apple had me reset the phone and now it is stuck in the setting up a new phone start up. It will not activate. The wifi work but the cell side doesn't. Anyone else with this problem?

The phone is not possible activate becouse there is missing imei number. Is common issue on this models starting on iphone X. This models have "sandwich" motherboard(2boards soldered together) on the lower board is all signál circuits like wifi baseband nfc etc. When is lower board lost contact with upper board it make this problém. For permanently problem solve is need swap the lower board. When wifi is work can be "only" power controller for baseband. Anyway, nothink what you can do in home.

You mean swap the lower board on top and the upper board down
