Have you tried connecting a different, known working, compatible charger to the laptop and check if the laptop showed it was charging?
Use a strong light and a magnifying glass to visually inspect the USB-C charge port to ensure that all the pins are there and that they're not bent, broken or missing.

Yes I have 19.6 volts to charge port harness where it plugs in to the motherboard.
