If the folding tube is down,can the scooter still start if I turn the wheel with the motor on it?

It had an E3 I'm thinking Error 3. At the folding it's broken in the front and all the wires were cut. Splice them back together. I turn it on but got an E3. Now I realize I turnt the back wheel and not the motor wheel. What's an E3?
