I've only seen it ask/say that if you've chosen initialize. Once in safe mode, what happens if you just tell it to restart PS4?

Try a different hard drive. You can test your current HD in Crystal Disk Info to confirm.

I ordered multiple hard drives brand new nothing, I don’t think it’s the hard drive because it doesn’t pause, but the whole PlayStation just restarts
