trying to turn on tv the blinks to turn on like normal but tv doesn’t

Question: just got a new remote for my rca and put brand new batteries in it too. When trying to turn on tv the blinks to turn on like normal but tv doesn’t turn on. Try the same thing with a universal remote with the same results.
