My 2002 jeep wrangler hvac blend door actuator stays on cold.

The electric blend door actuator goes to cold. New one did the same. I see slight movement when disconnect but not full motion.

? The actuator is electric. The center knob control for the temperature is not sending the right current. I think. Bout a new actuator but it does the same thing.
