Upper Half of Screen Jumping/Flickering on V435-H11

I have a Vizio V435-H11 and the top half of the screen keeps jumping/flickering. The picture and audio all stay in tact - no fade on the video. At this point I have swapped out all the internal boards - main, tcon and power - but no change. I've reseated all cables and confirmed connections are secure. I've also removed the cable from the main board to the tcon board and powered on. When I do this the screen does not flicker. This leads me to think that it is not the screen but I'm not an expert just know enough to be dangerous and would appreciate any advice.
