After turning the TV on and getting a picture for a few seconds the screen goes black and has a thin white horizontal line running across it.

@kmaad Could you try and capture this happening on a short video clip, and then upload and update your question? Adding images to existing questions.
It’s easier to visualize and possibly diagnose when you see what happens.
Does the TV work at all? After goes black, does it stay black with the line? Are there any blinks on the power LED?
