If the laptop indicates that it is getting power when the charger is connected try a full power refresh and check if that resolves the problem.
Here's the owner manual for the laptop. Go to p.10 and p.19 to view the procedures to remove the main battery and the coin cell battery, respectively. If you have a DMM (digital multimeter) measure the voltage of the RTC battery when it has been disconnected from the motherboard. If it is <2.5V DC replace it. Search online for Dell E6440 CMOS battery to find suppliers that suit you. This battery maintains the BIOS settings when the laptop is turned off and when its voltage gets too low, the BIOS can become corrupted, preventing a normal start.

It did not work with my problem. I set boot mode to EFI and by accident deleted Windows Boot manager in BIOS boot settings. After long time (few hours) it starts and boot normally. I was able to write new parameters in BIOS, and power off and on - and after that Dark Screen... Is it some kind of security or Hardware problem ? At power on it turns on some LEDs like disk, battery Caps Lock.. It also react if I take the RAM out. So Is not completely dead, but unusable and disconnecting RTC battery did not work. I was looking for some kind of reset jumper, but I did not found it. Regards Stane.
