GE GFD28GELEDS - Water Filter/No Water

We replaced the water filter on the refrigerator but are not getting any water. I can hear a humming noise when pushing on the water dispenser. If I remove the RPWFE water filter, a burst of water comes out (water pressure has built up) and the water filter is full. If I reinsert the water filter, I get the same behavior (no water/humming noise). I've pushed a 1.5' length of plastic weedeater line up the water outlet (possible frozen line) but nothing happens. I've also tried resetting the refrigerator (pulled the power cord for 40 seconds). No change in behavior.
