Can I revive fuel pump thats been sitting 12+ years

I have a 1990 Geo Metro that has been sitting for about 12 years. It now won't start. I've already looked at everything, spark, compression, ecm, electrical wiring, relays, etc everything is good. I took out the rear seats to access fuel pump connector. There is 12v there. But fuel pump is not spinning up. It is in 12 year old fuel that smells awful. I really don't want to drop the fuel tank unless I have to, is there any way I can try to get this one working?

@carsman248 since you have 12V on the pump it is the pump itself that will have failed. Could be anything and most likely not an easy in the field repair. I would try an inline electric fuel pump hooked up to the fuel line somewhere. In theory it should get the fuel even through the failed pump.

The fuel pump was working when it was parked, 12 years ago. I was hoping there was some way to unstick that pump without the removal of the fuel tank. I disconnected the fuel line right before the fuel filter to see if it was doing anything, but there is nothing coming out. I suppose I could look into installing some other electric fuel pump.
