Why when I charge my phone with the jbl charge 3 it cannot charge

why when I charge my phone with the jbl charge 3 it cannot charge it constantly, I mean that it charges for about 30 seconds it stops charging for about 2 seconds and recharges again for about 30 seconds, it does a cycle like this
