Anyone ever have a problem with the dash panel flashing?

The dash panel when started the 1st time for the day flashes the lights and the display screen goes in and out. It will do this for about 20 seconds then stops flashing and the battery light turns on. I turn it off and start it again and it behaves about the same but not as long. When I start it a 3rd time it does none of that. It starts like it should. Any ideas what could be causing the short in the panel?
