Cannot initialize CE 34697-9

Hi my name is Emir I am from Bosnia and Herzegivina. We don't have good PS4 support. I try to solve probleme on my PS4. After update 8.03 my PS4 crashed. I have only option 7. in safe mood.I download the reinstallation file cc 1TB from oficiel play station. com my USB stick is formated in FAT32. My internal HDD 1TB formated in exFat format. I look my HDD on PC in HD Sentinel and say HDD is in perfect condition. When i try to inistalize, inistalising start and came to 20-30 % then give me the error Cannot initialize CE 34697-9. I try with used HDD an have the same error. In the end I buy brand new HDD Segate Baracuda 1 TB and have the same error cannot initialize CE 34697-9. I don't know what to do.
