Maytag Bravos washer adds water during spin cycle, and does this twice

Maytag Bravos series washer. Clothes soaking wet at end. On the spin cycle it adds water, enough to cover all clothes, then spins only for about 20 seconds, then pumps water out, adds more water, spins for another 20 seconds and ends the wash cycle.

I've pulled the tub, pulled all the drain and fill hoses and none are clogged. I've reset the moter as well and still can't figure out why its doing this.
