Toaster oven arrived with a broke ceramic glass tube
is it safe to still use? Can i repair it myself it is for an all-clad digital countertop toaster oven.

Do not use it.
Return it as faulty for replacement or refund under the manufacturer’s warranty provisions as shown in the link you provided.
That’s what warranties are for.
