Screen flashing on boot and then freezes on desktop

Hi,

So my MacBook Pro 13 2018 has an issue.

Screen flash’s on boot screen, then freezes on desktop if it makes it that far.

Tried all the usual resets and a fresh internet install of OSX 10.15.4.

Am I looking at a new logic board?
