I have Hi beams but no regular head lights no tail lights

I have a same problem with my 2000 grand caravan I have Hi beams but no regular head lights no tail lights but I do have turn signals and break lights I have replaced break switch and turn signal switch and head light switch fuses are all good but one 40A fuse keeps popping what would be my next step to solving this problem?
