Why do you think you need to remove it?
Safe Boot can't be removed as its part of the firmware and OS. How about explaining your issue maybe there is an alternative.

Are you saying the machine boots in safe mode across reboots even when you don't hold shift? Perhaps a boot parameter is set, did you try clearing the NVRAM?
