Phone is vibrating, even when out of battery?

This is been happening for a while, when I checked on the phone it went into factory settings and I forced it to power off. It’s still happening even when its dead. What do I do?

Edit: I am currently charging it seeing if it’s something to do with vibration settings. However, I cannot access the phone properly! I’ll keep you updated.
