What do the 3 lights at the left hand side of the bottom edge mean?
middle light continually flashes even when PC is shutdown. Right light flickers, left light in on when PC is on and off when PC is off

Left light in on when PC is on and off when PC is off = Just that, indicates if computer is on or off.
Middle light continually flashes, even when PC is shutdown = battery charge level is low. Charge it.
Right light flickers = hard drive or optical drive are doing their job which is moving data.
If you want more information just search your exact model number which will be HP G71- (some more numbers and letters) on the HP web site. Down load the User manual and store it on your hard drive.

The battery is 100% charged according to thePC
Just a small point. You should have replied using "Add a comment" not "Add your answer".
When the middle (battery) light is blinking what happens when the charger is plugged in ?
If I just use my computer when it is plugged into the wall (ie AC?) should I be concerned that the internal battery is low (ie light still blinking?)
If you leave the laptop off, overnight, with the charger plugged in, is the middle light still flashing in the morning?
Also, what is your exact model number, as in HP G71 -340US or what ever?
There are 300 and a 400 series models
