MacBook A1342 Battery stuck at 100%
with MagSafe plugged in
The Battery has 60 cycles and the MacBook turns off when not plugged in, the battery is detected as normal, resetting smc or PRAM didn’t help, any advice?

Well thats not good ;-{
On the main logic board is a set of MOSFET’s which switch the power draw from either the MagSafe or the battery. In this case the switch logic is stuck so only the MagSafe pathway is working, either charging the battery or running the system, it won’t allow battery power.
You’ll need to either find someone with the needed skills to fix the logic board or replace it.

Replacing the logic board didn’t actually fix the problem, I’ll replace the battery control board, I planned to replace the logic board anyways as I wanted the better gpu from the 2010 model

Ok updated, the machine instantly turns off when not connected to power

Can you also do a second snapshot with the MagSafe disconnected

No, it doesn’t stay on when the MagSafe is disconnected, it turns off immediately when it’s removed
