New visor still hangs down.. is it visor or mechanism in headliner

I bought entire new visor. Easy to install, just popped other out, popped in same configuration. did not need to touch plastic mechanism inside visor, but still hangs down the same way. IS IT ? Another defective visor or mechanism inside headliner it attaches too?
