How do I get past this reboot bootloader screen?

I've spent ages trying to make my phone work again. I called Huawei and Best Buy Geek Squad with no solution. When I see this screen, the volume buttons do not work. Wherever I reset the phone it goes back to this screen.

I have thousands of texts on this phone including texts from my (now) deceased father. So I can't do a complete phone reset and wipe the hard drive.

Please help me I've been trying to fix this thing for so long.
