Macbook air is not turning on. I tried all the steps but of no use sadly. Apple stores is asking to pay 48 k +3k (service charge it seems) for mother board replacement. Can anyone help me

Make sure the MagSafe charger is in good shape and is the correct one (not use fakes!) Apple Portables: Troubleshooting MagSafe adapters. What is the color of the MagSafe chargers LED - Amber or Green?
Next I would pop the bottom cover off and carefully disconnect the battery. Then plug in the MagSafe charger did the system spontaneously start up? If it did then your battery needs replacing. If not you’ve got a deep problem in your system.
Do you see any staining or corrosion? Did you spill a liquid into your keyboard or Trackpad? Did you sit your system down on a wet surface or get it wet in a rain storm?

Yes the adapted has changed from amber to green. Well I'm not really comfortable with opening the back panel. At first place I don't have screwdriver for the same.is there any other troubleshooting that I should do before taking it to local service centre?
Ram Kaushik - Not much you can do with a dead system to diagnose things. Given where you live you maybe facing a dampness issue (corrosion). Even if you didn't get your system wet directly the high humidity in some parts of India can kill your system.
I think you'll need to find someone who can help you locally or getting the needed tools to at least inspect things.
