The 1999 Chevrolet Malibu is part of the fifth generation (1997-2003) manufactured by General Motors. This is the first smaller, front-wheel-drive Malibu that General Motors put back on the market after the Malibu line was temporarily discontinued in the early 1980's.

Solutions to starting the car

I have replaced the battery, replaced the starter, the alternator checked out good. The car will only start when it is connected to a battery charger or jumper box. Once you turn it off it won’t start again. Could there be something draining the battery to keep it from turning over?

Is it a new or used replacement battery!...use a DVM or multimeter across the battery terminals if you read 11 volts or less then the battery may be at fault if it reads 13.4v this indicates the battery is ok!

Next switch your headlights on with the ignition in the on position but don't start the engine. Is the lights bright if so the battery would appear to be good. A quick check for the alternator is to get the engine started apply the meter across the connected battery their should be a small rise in the voltage reading If using an analogue meter use correct polarity...The DVM uses an auto correct polarity irrespective of what lead is used.

The use of the use of charger across the battery may have just been enough to start the engine...the battery is my suspect.

Check the battery cable terminals. You should replace them when you get a new battery. All it takes is for one do them to be loose, cracked, or damaged in any way can cause problems. Also make sure the wires that are connected to the terminal aren't corroded and green that causes problems as well
