My Mac Mini Mid 2011 runs very slow. It takes a very long time to boot up and perform basic functions. What steps do I need to take to diagnose the problem?
How full is your hard drive? What OS X are you running? Do you have a good "Paid For" virus protection program and is the license current and have you run it lately?
I've seen this weird type of behavior on several different apple products with Yosemite installations where the mac will randomly slow down after using it for a year or so, even with 8GB of ram.
The best solution I've found is backing up all the important data off your hard drive, wiping it, and installing mac OS sierra instead.
From my experience when a Mac is running really slow, it’s the hard drive. I have seen this exact behavior on iMacs, Mac Minis and MacBooks. I had a MacBook that was so slow I couldnt even use it. Buy an SSD and clone your hard drive with Carbon Copy Cloner.
How much RAM do you have installed currently? Do you have a hard drive or a solid state drive installed?

i agree with @mayer and @alec i would try backing up data and do a factory reset (I dont know on apple products how is the procedure)
