Roomba 650 amber battery light then stop charge

My Roomba 650’s battery light is on amber color and turns green while on the charger.

I replaced the battery from my other roomba and it does the same thing. I also tried charging it with my other roomba dock.

It does not completely charge. The dock is lit but the clean button does not light up amber while it charges.
