Since yesterday and suddenly the above bar in my A5 galaxy phone shows a notification which is a plus sign inside a semi cycle without clarifying its meaning in the background I tried to remove it by resetting and restarting it but with no use ...please help and my regards

I think you are referring to "Data Saver" feature.
settings->data usage -> turnoff

go to settings, data usage and if any of the boxes are ticked, untick them to see if it takes it off

i think its actually to do with data saver
