Over heating no fan kills engine

My 2000 sv 650 is overheating in traffic and the fan never comes on. As soon as the overheat light turns on the bike dies and I have to let to cool to start it again. Ive tested everything and have found the starter control relay has been jumped with a wire and no relay. Would this cause the problem? Where can I get the relay because Ive been trying to find one and I guess I'm too dumb.

@vonmonster the part number for the relay is 31800-21E20 and it is available at places like this. Not sure about your trouble shooting and it does not look like that this particular relay is connected to the cooling fan. I would suggest that you check your water temperature sensor, your cooling fan thermo switch and ensure that your fan works.
