My s dous s7562 is not charging changed that pin still not.

my samsung s dous s7562 is not charging changed that pin still not working. and its not switching on. the repairer said that its ic problem or divert problem. it switch on when i charge with universal charger but now even that is not working. and also when i connect wifi it connects but signal is too low even when i am next to wifi router. i want my phone back please help me experts
