Is there a way to adjust the amount of water that pumps out of the portafilter? When I try to pull shots, the water seems to some out too fast or in large amounts. It may be my tampering but I've tried tampering different ways and the water seems too powerful.

The pump will keep running until you turn off the pump button, so if you want a smaller beverage just turn it off sooner. If the coffee is dispensing too quickly even though you're tamping firmly, you probably need to grind it finer and/or make sure the basket is completely full, settled and leveled off before tamping. There is no way to adjust the water pressure on the machine.
