How do I stop my DS from its system settings loop?

I recently decided to take out my old Nintendo DS (the original) and when I turned it on it asked me to set up the System Settings as if I had first bought the device. When I finished setting everything up, the DS said it needs to restart for the new settings to take effect. After the DS turns off, it doesn't turn back on again, and when I turn it on myself it asks me to set up the system settings again. This has happened several times and I've tried everything I can think of to fix it. Is this a fixable issue or is it something that happens with an older DS?
