My iPhone 6 screens jump around or don't respond when I try to use the phone while being charged. Usually I can't even get it to open or it will even randomly text messages like a phantom user when I simply scroll. Totally normal when not plugged in.

This may due to some electric issue, it's possible that due to the strong electromagnetic produced by the charger that is why you cannot use your phone conveniently.
Or I suggest you may also try to change your phone charger adapter or use another cable; maybe it is not perfectly fit or not fully compatible.
