I have a inspiron 530.
I've had it for maybe 7 years.
I want to wipe it clean before I give to good will or an e garbage place.
I have a lot of pictures and videos I want to transfer but the internet can't go a second with out popups so I can't use dropbox. Onedrive is also acting up.
How can I work around this?

When you turn your pc press f8 to get to safe mode Always use Safe mode with Networking then unistall suspicious applications/programs this prevents virus/adware to start during startup it bypasses them. You can use your internet explorer during safe mode with networking. As soon as you open your web browser delete all your history and extensions and ad ons. Then download malwarebytes and run a quick scan.

bbubbleqqum I would start by using programs like Malwarebytes to remove spy/malware as well as a good antivirus software. Use one of the free ones like Avast etc. If nothing else copy the files to a CD/DVD for later use.

Two possibilities:
1) Remove your hard drive and install it as a backup drive to a new computer. You can pick up a usb adapter which will allow you to attach your hard drive to any computing device that has a usb. Then you do not need to clean your hard drive until you have transferred your photos to your new system;
2) Use the CD/DVD writer and create CDs or DVDs with your photos on them.
It is possible to disconnect from the internet and then to cleanup all of the popups, but it is time-consuming when you intend to donate the system anyway.
