connects to wifi but no internet/ will not let me restore
Tried reseting network and restoring in iTunes but will not allow me to do so

Can you check the date in settings?
I had the same problem before on phones and iPads, after disconnecting the battery, all of them jumped back to the default date (1970, XX, XX). After setting the date properly, i was able to use all the web stuffs.

does it do that with all networks? have you tried a restore? (power off device, hold home button and plug into computer at the same time till iTunes logo appears on ipad

Can you add some more detail please, like are there any messages that come up either when trying to go on the internet or when trying to reset.???
