Have you tried switching to "airplane (flight)" mode? See if that switches WiFi Off and that it stays Off. (Be aware that flight mode disconnects ALL your communication options - so don't leave it in this mode if you want to use the phone) Then turning Off flight mode. See if WiFi remains Off. Then see if you can turn WiFi ON and OFF
