Can't load progam into iPad

i took iPad to a apple store. they tried to down load new sofeware but could not. they told me that the iPad was no more good, that we need to trade in or by new iPad. Is the logic board gone or is there something else wrong? I myself tried to load the software from iTunes but just get errow.
