Green "scanner like" vertical bar going across screen?

Is this a tracker? Or a simple visual effect of some common app? My friend is worried shes been hacked in some way. Any advice/help? It goes across the main home screen periodically

Also doesnt seem to make noise, and sometimes will only go across half the screen and sometimes all the way. cant tell if i can interrupt it or not

Seriously, has no one seen or heard of this at all? Cant find anything on google.
